November 24, 2025 Elpidio Quirino, the sixth President of the Philippines, was born on  November 16, 1890 , in Vigan, Ilocos Sur. Coming from a modest family, he grew up valuing education and perseverance, eventually graduating from the University of the Philippines College of Law in 1915.
